Speed Limit Bylaw Amendments

Napier City Council is proposing several further speed limit changes in response to submissions from our residents. We consulted previously in 2019 and 2021 on our new Speed Limits Bylaw that saw a raft of speed limits adjusted across the City. Submissions to these reviews have suggested that four further changes are necessary to either improve safety around Napier Schools or increase consistency amongst speed limits on rural roads.

The four amendments that we are proposing include:

1. Introducing a variable speed limit around Eskdale School to lower the speed to 40km/h during morning and afternoon peak times. The current permanent speed is 80km/h.

Reason: This change has the potential to make it safer for children coming to and from the school. It would also be consistent with other schools in Napier which now have variable speed limits at morning and afternoon peaks.

2. Introducing a variable speed limit around Reignier Catholic School to lower the speed to 30km/h during morning and afternoon peak times. The current permanent speed is 50km/h.

Reason: This change has the potential to make it safer for children coming to and from the school. It would also be consistent with other schools in Napier which now have variable speed limits at morning and afternoon peaks.

3. Extending the school zone around Port Ahuriri School – This change would see a portion of Battery Road included in the area that has a variable 30km/h speed limit during morning and afternoon peak times

Reason: Extending the school zone at Port Ahuriri School will reflect that a number of students are currently crossing Battery Road. Reducing the Speed to 30km/h during peak times will provide students coming from Napier Hill with a safer journey to school.

4. Reducing the speed on Willowbank Avenue from 100km/h to 80km/h

Reason: Willowbank Avenue is included in the top 10% of New Zealand roads for reducing deaths or serious injury. The Speed Management Guide suggests a proposed safe and appropriate speed of 80km/h based on the Infrastructure Risk Rating Willowbank Avenue. This change would also align the speed limit with surrounding roads in the area.

Amendments to bylaws require a Special Consultative Procedure. A Statement of Proposal (SOP) has been prepared with full details of each change being proposed and can be found here (link). We are seeking feedback from the public through November with submissions closing 30 November 2021 5pm.

Hearings for this bylaw are scheduled for 16 December 2021 and provide an opportunity for you to speak to your submission. Further details on the hearing will be communicated closer to the time.
