The Introductory Bylaw gives general guidance to other bylaws operated by the Napier City Council and serves as a useful interpretive aid. It identifies common terms and expressions that are used in other Council bylaws and provides clear and consistent definitions. It also outlines a number of procedural standards which are common across multiple bylaws such as the serving of orders and notices, offences, breaches and penalties.
