Parking Control Bylaw 2014

The Parking Control Bylaw governs parking activities to ensure that acceptable standards of safety and convenience are maintained for the wellbeing and enjoyment of Napier residents. We know parking is an issue with broad interest and this bylaw seeks to balance the desire for people to park close to their destination with the need to facilitate economic development through the efficient movement of people through our CBD and commercial areas.

The Parking Control Bylaw covers the following aspects:

  • Prohibited and time restricted parking areas
  • Parking meters and leased car parks
  • Broken-down vehicles
  • Service lanes and loading zones
  • Parking fines (as prescribed by the Land Transport Act 1998)
