Speed Limit Bylaw Review 2021

A Speed Limit Bylaw Review was conducted in 2019. Since then, Waka Kotahi has introduced an updated “Speed Management Guide’. This has resulted in several proposed amendments to the 2019 recommendations. These are:

  1. Variable speed limits at schools to allow 40kph or 30kph speed limits during certain times.
  2. Springfield Road from its intersection with Gloucester Street to the Napier/Hastings administrative boundary reduced to 60kph instead of 80kph as proposed in 2019.
  3. Introduction of a 30kph speed limit to the Napier CBD.

Amendments to bylaws require a Special Consultative Procedure. A Statement of Proposal (SOP) has been prepared and can be found here. We are seeking feedback from the public through June and July with submissions closing 23 July 2021 5pm.

Hearings for this bylaw are scheduled for 21 and 22 September and provide an opportunity for you to speak to your submission.
