Dog Control Policy and Bylaw

We want to make sure dogs can live a good life in Napier, while also ensuring our city is safe for everyone – including our precious wildlife. We’re proposing some changes to our Dog Control Policy and Bylaw and we want to know what you think.

We want to make sure dogs can live a good life in Napier, while also ensuring our city is safe for everyone – including our precious wildlife. 

We’re proposing some changes to our Dog Control Policy and Bylaw and we want to know what you think.

The key items we are seeking your feedback on are as follows:

  • Retaining the current two dog per property limit for urban areas (without a permit).
  • All public places other than designated prohibited areas and dog exercise areas to be  ‘on lead’ areas.
  • Extending the dog prohibited area around Te Whanganui-a-orotū (Ahuriri Estuary) to protect endangered bird life.
  • Including Watchman Road Reserve and the Council owned area at Port Beach West as dog prohibited areas.
  • Introducing a seasonal restriction to the existing dog exercise area between Bay View and Westshore to better protect nesting birds.
  • Adding a dog exercise area within Dolbel Reserve

Closing date for feedback is 5pm, Friday 24 June 2022.

Sorry, this consultation is now closed and we are no longer accepting submissions. All feedback will be considered when this policy and bylaw is deliberated on at the Dog Control Policy and Bylaw Hearings scheduled for 12 and 13 July 2022.
