
Waste management and minimisation bylaws, sometimes termed solid waste bylaws, are put in place by local councils to manage the collection, storage, transportation, and disposal of solid waste within their area.
Napier City Council has a solid waste bylaw (2012-2022) that has elapsed and needs to be updated in consultation with community, stakeholders and partners.
Council is now reviewing and developing a new Waste Management and Minimisation Bylaw 2025 to replace the earlier bylaw. It aims to enhance waste management and minimisation practices, minimise environmental impact and ensure public health and safety. The Bylaw will help address three overarching ‘problem areas’ identified in the draft Waste Management and Minimisation Plan, prepared in conjunction with Hastings District Council.
The three focus areas are: Support for waste minimisation efforts; regulation around safe and effective services and management of waste; and enabling adaptive action within the waste system.
