Napier creates its own water services organisation. No help from other councils. More expensive. Lacks the scale to attract or retain specialist workers or share costs and resourcing. The average yearly water bill by 2034 could be $3,100.

In-house Water Services Delivery

Napier City Council manages its own water services delivery. Requires major changes to meet new rules. Most expensive option in the long term. The average yearly water bill by 2034 could be $3,100.
