Addendum to 'Summary of Decisions Requested'

Napier City council has amended the Summary of Decisions Requested by Submitters on the Napier Proposed District Plan, due to errors found in the original summaries. These have been amended by the addition or correction of submission points that were omitted in error or summarised incorrectly.

The addendum contains a table showing the renotification of the Summary of Decisions Requested by Submitters and a reference to the original submission is also provided.

Due to the amendment of the summaries, there will now be a chance for further submissions to be made. The further submission period is open from 17th of June until the 2nd of July 2024.

Napier City Council invites further submissions on the additional submission points in the Addendum to the Summary of Decisions Requested only. Further submissions need to be submitted in the prescribed form (Form 6) as provided for in Clauses 7 and 8 of Schedule 1 to the Resource Management Act 1991.

How to make a further submission

  1. View the addendum summary of submissions. You can do this online here, or view the document in-person by visiting our Customer Service Centre at 215 Hastings Street, Napier. 
  2. Identify the submissions you would like to oppose or support and use our Form 6 Submission Form to make a further submission.
    Need help making a physical further submission? Visit the friendly team at our Customer Service Centre, Napier Library or Taradale Library.
  3. Any hard copy forms must be submitted at the Napier or Taradale Libraries or Napier City Council Customer Service Centre, or posted to the Napier City Council, Private Bag 6010, Napier 4142. A copy is also required to be sent to the original submitter not later than five working days after lodging the ‘further submission’ with the Napier City Council (Clause 8A, Schedule 1).   4. Complete your submission before 5pm, Tuesday 2 July, 2024.

Who can make a further submission? 

The following people can make a further submission, in the prescribed form:  

  • Any person representing a relevant aspect of the public interest; and  
  • Any person that will be impacted by the proposal, more so than the general public.
  • The local authority itself (Napier City Council)  

If you have already lodged a further submission to the Summary of Decisions Requested, rest assured this will be considered by Napier City Council. If you want to lodge a further submission on the submissions included in the Addendum or amend your original further submission to a submission point included in the Addendum, you can do this in Form 6 until 2nd of July 2024.


What is a District Plan?

You could call it Napier’s rule book. The current Napier City Operative District Plan lays out the rules for Napier’s long-term development. At the same time, it considers impacts on the environment – with the aim of protecting and safeguarding it for our future generations. The District Plan gives guidance to property developers to make sure land and the surrounding environment is managed sustainably.

What is a Proposed District Plan?

A Proposed District Plan is a draft planning document that has legal status once notified. As required under the Resource Management Act 1991 (RMA), the Proposed District Plan is another step in the District Plan Review process. The purpose of the Proposed District Plan is to provide a comprehensive framework for guiding land use, development, and resource management decisions within the district. It sets out the rules and policies to achieve sustainable management of natural and physical resources, protect the environment, and address the social and economic needs of our community.

What is a Further Submission?

A further submission is a tool used in the RMA to allow you to comment on submissions made by others, either in support or opposition. For example, if your neighbour has made a submission that you agree with, you can support their statements. Or if a community member has made a submission you disagree with, you can oppose their statements. This gives the community another chance to have their say.

Late submissions

Submissions received after the closing date of the submission period are considered late submissions. The hearings commissioners will still consider these late submissions, and therefore you may also make a further submission on these late submissions if you wish. The late submissions are:

  • No. 288 Fire and Emergency New Zealand
  • No. 287 Son Nguyen
  • No. 290 Peter Edmead

What happens next?

The Policy team will review the submissions and further submissions made and make recommendations about how to deal with them based on the information and evidence available. The next phase of the Proposed District Plan process is the Hearings Phase.
