The draft Three-Year Plan sets out our activities, major projects, expected income and costs, and what our rates will need to be for the next three years. Your opinion matters - this is your chance to have your say on our plans for 2024 to 2027.

Napier's Three-Year Plan 2024-27 consultation is now closed. 

Thank you to everyone who took the time to make a submission. Community feedback is an important part of the development of our Three-Year Plan. 

All submissions will be considered, with consultation hearings taking place on 27 and 28 May at the Napier War Memorial Centre, followed by Council deliberations on 29 May. The hearings will be livestreamed on our Facebook page. Council will adopt the Three-Year Plan 2024-27 on 27 June 2024.

After Cyclone Gabrielle, central government gave us a dispensation to prepare a three-year plan. Usually, we’d be setting out a work programme of ten years in a long term plan. Now we can really focus on a concentrated three-year programme that helps our community recover from the impacts of the cyclone and puts us on firm foundations for the years ahead. This is our chance to reconsider and significantly change the way we do things to benefit the wellbeing of everyone in Napier. The most important part of this plan is YOU. Your voice and your views will make this draft a solid road map for the three years ahead of us.
